The sixteenth tropical system of the 2007 Atlantic hurricane season, Tropical Depression 16 became Tropical Storm Noel just south of the island of Hispaniola on October 28. The storm unleashed heavy rain on Haiti, the Dominican Republic, Cuba, and the Bahamas.
